[ Diet & Fitness ] Open Question : Is it better (when working out) to go for a set amount of reps every time or to go "until failure" to train your muscles?

Ex. Doing 10 push ups every 30 minutes as opposed to doing as many as I can in 30 minutes then doing as many as I can the next time regardless of count.
