[ Singles & Dating ] Open Question : Why do you think he did not text me after I gave him my number?

I stood online to enter a bar. It was around 11pm at night. I spotted a very cute boy standing in front of me with a friend. He struck up conversation and asked if I was there alone. I said I was just grabbing something I left in the bar in San Francisco. He continued conversation, flirted, joked and was very sweet. He asked me for my name and continued to address me by my name. He entered the bar. Shortly after I entered the bar, he turned around and came back to chat with me. He was adorable, witty, and seemed very interested. I asked him where he was from he told me then said he was moving to NYC in a "couple of weeks". When he couldn't hear me over the music, he put his hand innocently on my lower back and guided me further near him so he could hear me, his hand subtly slid quickly a bit lower on my back. The bar was packed. He ended up asking me to dance, I said I couldn't and had to meet friends at a different bar. I then gave him my number and told him, "I think you are cute". He then responded, "I think you are cute too". I gave him my number and said, 'but we won't be able to hang out because you are moving', and he said we would grab a beer before he left. He then never texted me. Was he not that interested in me most likely?
