[ Small Business ] Open Question : Why factory business always change their mind about quality standard?

I'm thinking when I was assembly worker, they have inspector and plant manager controlled the quality.  At day we got all parts in perfect condition to assemble. When all parts is in perfect shape, the factory inspector and managers became super picky. Want a whole parts 100 percent perfect, we rejected maybe 5 percents of parts that aren't so perfect.  Some day we get too many parts that aren't perfect, inspector and managers change their mind and want us to accept most of parts that not quite but almost perfect.  We had worse day where almost all parts are in bad shape, when we had too many bad parts, manager and inspector want us to go ahead use bad parts anyway.  It make me mad because they always change their mind. We told them last week you say this part is bad but now your saying it's good parts. Next week they change mind again, now telling me this is bad when you told me this is good.  They never told us why they change their mind. We asked, they say they never change their mind.  Make me mad, I wish I can bring video camera to inspector and manager's face and say hey look at this video, this is what you say last week.
